Why Water

Not another sector — the connective one

Rivers, aquifers and rainfall don't recognise ministry boundaries. A watershed treatment under one scheme, a drinking-water pipeline under another, and an irrigation subsidy under a third can all target the same six villages — and never speak to each other. Water is where this fragmentation shows up first, and where it is easiest to fix, because unlike carbon or biodiversity, everyone downstream can see and feel the result within a single monsoon.

ILM starts with water not because it is the most important outcome, but because it is the most legible one — the fastest way to show a block, a district, or a funder that convergence works.

A well-managed water cycle at block level is what turns a restored hillside into a recharged well, into a second crop, into a family that doesn't send a son to the city for daily-wage work.

A model already proven at scale

Gujarat has already shown what block-level convergence looks like when it is built on a shared spatial layer. During Narendra Modi's tenure as Chief Minister (2001–2014), the state established BISAG, a dedicated geo-informatics institute, to overlay satellite and administrative data — watershed boundaries, land records, forest cover — onto a single GIS platform, so that check dams and water-harvesting structures could be sited where they would actually recharge groundwater, rather than where it was administratively convenient to build them. The number of check dams in the state expanded many times over in the years that followed, and the underlying GIS-based site-selection approach has continued to anchor Gujarat's water-security programmes since. ILM's block-level convergence model can replicate exactly this logic elsewhere: one shared hydrological map that lets Jal Jeevan Mission, PMKSY, MGNREGA and Atal Bhujal Yojana site their interventions off the same data, instead of four separate ones.

The stakes are not abstract

In water-stressed blocks across India, it is still overwhelmingly women and girls who walk long distances, several times a day, to fetch water for their households — time taken directly from schooling, paid work, and rest. A block-level GIS layer that helps site infrastructure where it will actually deliver water closer to home does more than raise a groundwater index on a dashboard: it returns hours of a woman's day, every day, for as long as the source holds.

Managing Scarcity

Building drought resilience, block by block

Drought in India is rarely a single bad monsoon — it is what happens when a block has spent years running down its groundwater and topsoil faster than the rains can rebuild them. ILM treats drought resilience as something built continuously, between droughts, not something assembled after one is declared.

The measures below are not new inventions. Most already exist somewhere in India's water toolkit. What ILM adds is sequencing — deciding which measure goes where on the landscape, and in what order, so groundwater recharge, soil moisture and crop water demand reinforce each other instead of competing.

Field & homestead level
  • Contour and field bunding to slow runoff and hold rainfall where it falls, instead of letting it leave the plot.
  • Mulching, residue retention and cover cropping to cut evaporation losses from topsoil between rains.
  • Farm ponds sized to the plot's own catchment, for both irrigation storage and local recharge.

Managing Excess

Adapting to excess rainfall, block by block

The same block that runs dry in April can flood in July — often because the very degradation that causes drought (bare, compacted, deforested land) is also what turns heavy rainfall into fast, destructive runoff instead of absorbed water. A block plan that only prepares for scarcity is solving half the problem.

ILM's flood resilience measures work with the same landscape logic as drought resilience, run in reverse: instead of asking how to hold on to every drop, they ask where excess water should be routed, stored or slowed so it protects crops, homes and infrastructure rather than damaging them.
